Pandemic-Era Urban Exodus in Canada Continues Amid Housing Crisis



The record exodus from Canada's major cities persists as housing affordability magnifies other factors driving residents to relocate within their provinces, says BMO economist Robert Kavcic. In 2022–2023, net intraprovincial migration for Montreal, Toronto, and Vancouver totaled over 132,000, down from 148,000 in 2021–2022 but significantly higher than the pre-pandemic average of 42,000. 



Despite this, the cities' populations grew due to an influx of non-permanent residents. Kavcic notes young families and remote work trends are major contributors to this movement. Statistics Canada reports the outflow fuels urban spread, underscoring the need for improved infrastructure like Montreal’s REM and Toronto’s GO expansion.
